Use more recent version of Ubuntu in Docker

    What do you think about switching to the most recent version of Ubuntu, where we could use a much more recent compiler? Clusters tend to have very outdated software, but we actually got Utopia running on a cluster so I'm quite confident that this could work even if we do not test against old Clang and GCC versions.
