Initial support for spack packaging

Description

Within the review processes of DORIE for the JOSS, Pratik Nayak suggested having support for spack packaging. The proposal is not out of range since not long ago @dkempf released a usable spack packaging for DUNE.

Proposal

I have little experience with spack, so the idea is to play around with a fork of dune-spack and figure it out the best way to package DORIE and integrate it back into DORIE. Suggestions are welcome.

How to test the implementation?

TBD
